MORNING SCHOOL

The Secretary to School Education Department Mr, Vikram Sen has informed that Primary and Upper Primary Schools may be shifted to morning session in consultation with the DI & Chairman, DPSC vide its notification no:391(5)-SE(Pry)10M-12/2012, Date: 25.04.2012

This should not in any way affect the normal school curriculum and the continuance of the Mid-Day-Meal programme.

ALL PRECAUTIONARY MEASURES SHOULD BE TAKEN TO ENSURE THAT THERE IS NO VIOLATION OF LAW AND ORDER AND THAT NO UNTOWARD INCIDENT TAKES PLACE (.) MEMORANDUM
In Circular No. 283(60)-PS dated 21.02.2012 of the Home (Political) Department, Government of West Bengal, it was directed that all State Government Offices would remain open on 28.02.2012 and all Government employees should report for duty. It was also mentioned therein that no leave would be granted to any Government employee on that date. In spite of the above Circular it has been noticed that some employees did not attend office on that day.
So, the question of treatment of absence of employees on 28.02.2012 has accordingly been considered by the Government. After careful consideration of the entire matter, the Governor has been pleased to decide as follows:
Head of offices will issue Show Cause notice to the concerned employee who was absent on 28.02.2012 asking him to explain why action would not be taken against him for such unauthorized absence in violation of Circular No. 283(60)-PS dt. 21.02.2012. After receipt of reply, action may be taken in the following manner:
1) Leave due and admissible may be granted on production of documentary evidence in the following cases:-
a) Hospitalisation of the employee.
b) Bereavement in the family.
c) Severe illness and absence continuing from before.
d) Employee who had been on leave continuing from before, if such leave was sanctioned prior to issue of the above Circular.
e) Compelling reasons of similar nature, where the employee could not report for duty for circumstances beyond his control. (Specific reason with documentary proof will have to be furnished in each such case.)

It is mentioned here that dislocation of traffic will not be a reason for granting leave as traffic remain normal on that day.
2) Where the absence is not covered by any of the above mentioned reasons, the same will be treated as dies non and no salary will be admissible for that day. However this will not affect past service of the concerned employee.
3) Those who do not respond to the Show Cause will be liable for disciplinary action.
4) All actions in terms of this order should be completed by 31st March, 2012.

Actual Mutual Transfer at SSC

At last Mutual Transfers among the Teacher/ Non Teaching staffs is REALITY. 

On Monday 23rd Apr 2012, 24 pairs are benefited after being heard by WBCSSC at their office in presence of both Seretaries, Headmasters & DI representatives. They have issued Order at once.

In the history of Burdwan,
Asraful Mondal of Bhatkhunda High & Amborish Mukherjee of Jemua Bhadubala Bidyapith is the first pair to be mutually Transfered.

Addl Post Sanctioned Copies have reached at district offices

Additional Post Sanctioning Memos have been issued by the DSE and those have been reached to DI offices. 


Headmasters of Asansol Subdivision are requested to submit the three consecutive years roll strength [classwise] duly authenticated by the Departmental Nominees to the MC or any other officers of asansol ADI
 office. please remember that the enrollment may be verified by the inspectors of Asansol Office before issuance of PPO.

Salary payment through his School to Deputed Teachers

10/20 years increment for Headmasters

Attention Headmasters / Headmistress

The Headmasters who have completed 20 years of service from first date of appointment as Asst Teacher before they completed 10 years of continuous service will get one additional increment as per ROPA 98 with effect from the date of completion of 20 years of service from the date of their first appointment.

Clarification:
Suppose Mr. X joined on 2-1-1979
He got one additional Inc. on 2-1-89
He was appointment as HM on 3-5-95.
As per  rule practiced  he is entitled to get 20 years benefit on 3-5-2005

But as per clarification by Govt vide memo no 1484-SE(S) dated 2-12-2011
He is entitled to get the benefit on 2-1-99 as per ROPA 98. 
So IPF as per ROPA 09 will be rectified / changed

The Commissioner of School Education has issued a Circular having no. 415-SC/Apt dated 30-03-12 to deal with industrial strike on 28-2-12  in respect of teachers of Secondary and Primary schools of west bengal.
