Sub.: Development of online salary system & security thereof


In reference to the above the undersigned has to inform him that the NIC has developed an online salary requisition system for North 24 Parganas district as a pilot project, which would be available in the S.E. Departments portal w.c.f. Is1 February, 2012. For this programme log in id and password are being made available to the Head Masters of all the Secondary type of Schools (i.e. authorised users) of the district.

He is requested to inform the matter to all authorised users for effective implementation of the project with a request to take care of the log in id and password since it would deal with sensitive data pertaining to salary and other confidential database of the teachers. It may ateo be communicated to all the Headmasters that the authorised users would be held responsible for any misuse of the log in id and password.

This is for his information and immediate necessary action.

CHILDREN FILM FESTIVAL IN BURDWAN DIST FOR STUDENTS

Childrens' Film Festival in Burdwan District will be organised by the Children's Film Society, India (CFSI) an autonomous body under the Ministry of I&B, GoI, from 7th February 2012 to 12th February 2012 at different Cinema Halls at FREE OF COST.

" The cinama halls are selected for ten films. The DI of Schools (Pry & Sec) of Burdwan Dist. are given the responsibilty to allot all schools under their jurisdiction to the nearest theatre according to the seating capacity"

                        In reference to his memo no. 2443-G.A/OM-20/2006 (pt.) dated 24.12.2008 on the above noted subject, the undersigned is directed to say as per existing rules /provisions 4(four) increments are allowed to the Asst Teachers during their first 5(five) years of service within which they have to complete the B-Ed course approved by NCTE. As during the period of Court Cases continued for the last 3 years, the incumbents’ concerned were unable to even get themselves admitted to the B-Ed Course in the colleges approved by NCTE, the Governor after careful examination of all the facts & circumstances of the cases has been pleased to allow the incumbents in drawing increments upto the year 2012 as usual and during that period they must have to complete such training approved by NCTE.

                        This is only one time relaxation which is being granted upto the year 2012 and will not be extended beyond that on any ground.

This order issues with the concurrence of the Finance Department vide U.O. No. 1368, Group-P(Pay) dated 07.07.2009

CIRCULAR

In continuation of the circular issued by Director of School Education, West Bengal vide No. 1012-SC/Apt dated 23.11.2011 I am directed to state that although normal age of admission in class-I during the current academic years 5+ years as on 01.01.2012 but it appears that some confusion have cropped up during admission of some children seeking for admission in class-V who have not attained the minimum age of 9 years. It is learnt that previously the minimum age for admission in class-I was fixed as 4 years 9 months (+) after which the academic session was brought forward from May to January in phased manner. Some of the students during the said period were admitted at the age of 4 years 9 months (+) in class-I and as such they would not attain the minimum age as per present stipulation.

I am now directed to say that such students should be allowed to be admitted in proper classes in relaxation of their age 3 months and under no circumstances they should be debarred from admission. The minimum age for admission from class-II to class-VIII as on 1.1.2012 may be as follows for the academic session, 2012 in case of such students.

Upper age limit for sitting SSC exam has been raised by the Govt vide its notification no. 86-SE(S) dated 11-01-12 published in the Kolkata Gazette dated 13-01-2012.

School Administartive Tribunal

After waiting of some 5 years, the Central Government has finally nodded to State Governments' proposal for setting up School Administrative Tribunal in the line of State Administrative Tribunal. After setting up this SAT the teachers has to apply before the SAT. He can move any case to the High Court only after being dissatisfied with order passed by SAT.

We have to wait for some more 6 months to get the Rules for operation of SAT.

Urgent measures for prevention of fire hazards in schools

Being concerned over the incidents that hppened in the AMRI hospital, the Government has ordered the school authorities in clear term to establish the fire combating system in the Private as well as in the Govt schools. District wise fund (25%) has been released by the Govt at the disposal of the District Magistrates. They are asked to immediate release of the fund without further waiting of full allocation of fund. 
A team consisting of Officials from General Administration, Education Department and Fire Department will soon visit all schools within a month to instruct school authority to follow the adequate fire safety measures failing which de-recognition order may be issued.

Mid Day Meal kitchen should be constructed away from the Main building and not near the staircases.

Annual Academic Calender, Format of Time Table for Class V-X and Holiday List of Schools for 2012

The West Bengal Board of Secondary Education has announced the Academic Calendar for 2012 session as well as the format of Time Table along with no. of subject period has been specified therein.


For the FIRST TIME the board has framed the HOLIDAY LIST for 2012 to be maintained by the Schools in its press release no: 08/Press/12 dated 5-1-2012.
