মাধ্যমিক-উচ্চ মাধ্যমিকে ফিরছে নম্বর, মেধাতালিকা

মাধ্যমিক-উচ্চ মাধ্যমিকে ফিরছে নম্বর, মেধাতালিকা
০১২-তেই মোট নম্বর এবং মেধাতালিকার ঐতিহ্যে ফিরে যাচ্ছে মাধ্যমিক, উচ্চ মাধ্যমিক। নতুন বছর থেকে পরীক্ষার্থীর মার্কশিটে বিষয়ভিত্তিক নম্বর-বিষয়ভিত্তিক গ্রেড-মোট নম্বর-সার্বিক গ্রেড, সবই থাকবে বলে স্থির হয়েছে।
বছর কয়েক ধরেই এ রাজ্যে মাধ্যমিক ও উচ্চ মাধ্যমিকের মার্কশিটে মোট নম্বর থাকছিল না। বিষয়ভিত্তিক নম্বরের পাশাপাশি থাকছিল বিষয়ভিত্তিক গ্রেড। লক্ষ্য ছিল, ধীরে ধীরে মার্কশিট থেকে নম্বরকে বিদায় জানিয়ে পুরোপুরি গ্রেড-নির্ভর মূল্যায়ন ব্যবস্থা চালু করা। সরকারের যুক্তি ছিল, আধুনিক শিক্ষাব্যবস্থা নম্বরের তুলনায় গ্রেডকেই বিজ্ঞানভিত্তিক মনে করে। এতে ছাত্রছাত্রীদের মধ্যে অবাঞ্ছিত প্রতিযোগিতা কমবে।
কিন্তু রাজ্যে ক্ষমতায় এসে নয়া সরকার পুরনো ব্যবস্থায় ফিরে যাওয়ার ইঙ্গিত দেয়। চলতি বছরেই মাধ্যমিক, উচ্চ মাধ্যমিকের ফল প্রকাশের দিন সরকারি ভাবে মেধাতালিকা প্রকাশ না হলেও সম্ভাব্য স্থানাধিকারীদের টেলিফোনে অভিনন্দন জানান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। পরে সরকারি অনুষ্ঠানে তাদের সংবর্ধনাও জানানো হয়। তার পরেই ২৪ অগস্ট উচ্চ মাধ্যমিক সংসদের বৈঠকে মোট নম্বর ও মেধাতালিকা ফেরানো নিয়ে আলোচনা হয়। ৩১ অক্টোবর মহাকরণে শিক্ষামন্ত্রী, উচ্চ মাধ্যমিক শিক্ষা সংসদ, মধ্যশিক্ষা পর্ষদ, স্কুলশিক্ষা দফতরের আধিকারিকদের সঙ্গে এক বৈঠকে মুখ্যমন্ত্রীও তাতে সায় দেন। স্কুলশিক্ষা দফতরের পাঠ্যক্রম কমিটিও মোট নম্বর দেওয়ার পক্ষপাতী। তাদের ব্যাখ্যা, বিষয়ভিত্তিক নম্বর ও গ্রেড পাশাপাশি দেওয়ার মানে হয় না। এতে ছাত্রছাত্রীদের মধ্যে প্রতিযোগিতা কমে না। তা ছাড়া, উঁচু ক্লাসে ভর্তির ক্ষেত্রে নম্বরই প্রধান বিবেচ্য হয়। তাই পুরোপুরি গ্রেড চালু করা না গেলে তা বন্ধ করে দেওয়াই ভাল। তবে মেধাতালিকা প্রকাশ করা সম্পর্কে কমিটি কিছু সুপারিশ করেনি।
রাজ্য সরকারের এই সিদ্ধান্ত নিয়ে অবশ্য প্রশ্ন উঠছে শিক্ষা দফতরেই। স্কুলশিক্ষা দফতরের এক কর্তা বলেন, “আগামী বছর যে ছাত্রছাত্রীরা পরীক্ষা দেবে, তারা যখন ভর্তি হয়েছিল, তখন তো এই পদ্ধতি ছিল না। মাঝপথে এ ভাবে নিয়ম বদল করা উচিত কি না, তা নিয়ে ভাবার দরকার ছিল।” এই ব্যাপারে দেশের ছবিটা কিন্তু রাজ্যের সিদ্ধান্তের ঠিক বিপরীত। দেশের সব স্কুল বোর্ডের সংগঠন ‘কবসে’ কয়েক বছর আগেই সিদ্ধান্ত নেয়, ক্রমশ গ্রেডের দিকে গিয়ে এক সময় মার্কশিট থেকে নম্বরকে বিদায় জানানো হবে। কারণ হিসাবে বলা হয়, দু’এক নম্বরের ব্যবধানে পরীক্ষার্থীদের মেধার ফারাক বিচার করা যায় না। বতর্মানে আইসিএসই, সিবিএসই বিষয়ভিত্তিক নম্বর ও গ্রেড দেয়। মোট নম্বর বা সার্বিক গ্রেড তাদের মার্কশিটে থাকে না। তা হলে পশ্চিমবঙ্গ হঠাৎ বিপরীত দিকে হাঁটার সিদ্ধান্ত নিল কেন? স্কুলশিক্ষা সচিব বিক্রম সেন বলেন, “পরীক্ষার্থীরা এতে উৎসাহিত বোধ করবে। রাজ্য সরকার ভাল ফলের স্বীকৃতি দিতে চায় বলেই মেধাতালিকা প্রকাশ করা হবে।”
এ প্রসঙ্গে পাঠ্যক্রম কমিটির প্রাক্তন চেয়ারম্যান সুনন্দ সান্যাল বলেন, “গ্রেডের দিকে যেতেই হবে। ঘটনাচক্রে আগের সরকার সেই পদ্ধতি শুরু করে গিয়েছিল। তা হলে আবার পিছনে হাঁটার প্রয়োজন কেন হল, তা তো বুঝতে পারছি না।” ওই কমিটিরই আর এক প্রবীণ সদস্য মর্মর মুখোপাধ্যায় মনে করেন কোনও ছাত্র ভাল পরীক্ষা দিয়েছে, নাকি খারাপ, সেটা বলা যায়। কিন্তু কোনও পরীক্ষকই নিশ্চিত করে বলে দিতে পারেন না যে, এক জন ছাত্র দশে পাঁচ বা ছয় নম্বরই পাবে। কিছুতেই তার কম বা বেশি নয়। মর্মরবাবুর আক্ষেপ, “রাজনীতিক বা অভিভাবকদের এটা বোঝানো যাবে না!”

Does B.Ed through Distance Education make a candidate to sit for HM exam

A question has been put forward by the viewers' of this blog and as well by some teachers that whether the candidate who acquire B.Ed degree through will be eligible to compete in the RLST for HM conducted by the SSC?

After getting some time, I have gone through the NOTIFICATION NO. 1228-SE(S)/1S/20/2007. DATED, KOLKATA THE 21 ST SEPTEMBER, 2007, PUBLISHED IN KOLKATA GAZETTE EXTRA ORDINARY NO. WB/CPS/K- 41 (Part I) 2007 DATED 26-09-2007  and picked up the following extract:

Govt is now very serious about the incidents during admission of children.

Govt is really concern over the worse situations occurring revolving the admission of children in class I to V. DM, SDO, BDO & DI are directed to open a helpline for helping those guardian who somehow failed to get their ward admitted in any schools through lottery! Officer from the Directorate are being deployed to monitor the admission procedure! No political parties can intervene or protest the school admission procedure! but a PUBLIC REPRESENTATIVE (Councillor=> MP) may be present at the time of lottery to see that it has been happened with free n fair.

School authorities who are collecting CAPITATION FEES may be punished as per provision under RTE2009. And power  inflicting such punishment has been delegated to the DM...

West Bengal Women staffers to enjoy two-yr child care leave.

KOLKATA: Working mothers may soon heave a sigh of relief. The Mamata Banerjee government is planning to introduce a two-year child care leave for women staffers, so that working mothers can devote more time to their children, especially when the children are ill or need assistance during examinations. to assist the children during their examinations.

   The state government is also considering options of adoptive leave to be given to women employees who opt for adoption.

   Proposal for child care leave has already been sent to the finance department for its clearance, so that women employees can avail of the facility from this year. Once the government clears this proposal, working mothers can get a leave of 730 days. The leave can either be availed of at a stretch or in intervals.

   The state government is also considering ways of providing an increased maternity leave to women employees, if the women employees can be provided increased maternity leave, as enjoyed by central government employees. While the Centre has increased the maternity leave from 135 days to 180 days, that for So far the maternity leave for the state government employees is 120 days. State officials are contemplating to raise the leave to 140 days.

   An official of the finance department said that there are around 30,000 women employees in the state including those working in the government, government-aided organizations, schools and panchayats. If the child care leave is to be provided, then it should cover all categories of staff, he said.

   The officer said that a woman employee is entitled to the 730-day leave during the entire period of her service, for taking care of a maximum of two children. The leave can be availed till the children turn 18 and can be used if the child falls sick or needs the mother's assistance for preparing for an examination. "During the period of such leave, the women staffer shall be getting salary equal to what she used to draw immediately before going on leave," the officer said.

   However, prior to this new rule being implemented, state officials are examining the central order issued following the recommendation of the Sixth Central Pay Commission that led to the introduction of this child care leave. For central government employees, this leave came into effect since September, 2008.

   A central service officer who had recently availed of this leave at the time of her daughter's illness clarified that the leave can be taken thrice in a year and can be taken in spells. "But this leave should not be less than 15 days. In case of emergency like sickness of child, approval for proceedings on the leave can be sought later. But if one wants leave for the child's examination, a prior sanction is required," the officer added.

   Sociologist Ruby Sain said, "If child care leave is granted then it will be of immense help to working mothers.If this leave is granted then I can also avail of it for my son's ICSE next year, as my son Baijaeek will be appearing for the ICSE examination in 2012.

   " She felt that adoptive mothers too should be granted leave for adoption. This will enable more working women to adopt babies.

   Dalia Chakaraborty, head of sociology department, Jadavpur University, said that the move to provide child care leave will be very useful for working mothers. "Working mothers face trouble during the early years of their children and there is no institutional support. Creches are few in the city. Creches are also few in the city.

   There are instances of JU teachers getting full maternity leave for adopting babies. This should be followed by the state government," said Dalia.

Details Guideline for Admission Procedure from this AY 2012

Govt has published the detailed guideline for admission in Class 1 to Class 8 in Govt / Aided institutions from this session as follows:
  1. Admission will be done by lottery from Class 1 to Class 8
  2. If no, of Applicants is more than the no. of seats then only lottery will be done.
  3. All students of Primary Schools running in the same building or morning section will be admitted first then the left out seats will be filled up by the applicants by lottery
  4. Draw the lot from all candidates irrespective of SC ST etc. then for respective quotas
  5. Nearest School means 1/2 from home in case of Kolkata and hazardous area & 1 km for other places for Primary School and for UP schools it is 1 and 2 km
  6. Those students who do not have their name in the list after drwing lottery, they can apply to the DI/s for their action.
  7. Age for admission in class 1 is 5 years as on 1-1-2012

Teachers serving an institution for 3 years may apply for mutual with details of other teacher to DI through secretary. DI will forward the case to the respective RSSC who send it to central SSC.


Recommendation letter will be send to respective schools. Joining time of second mover is 3 days.

Hope Santa 2011 or new year 2012 will bring the order to day light!!!!!!!!!!!

ALL SCHOOLS INCLUDING UNAIDED PVT SCHOOLS ARE REQUESTED BY THE SECRETARY EDUCATION DEPT TO SUBMIT THIS U-DISE to local authority. so that the education scenario has been uplifted the position of WB in national aspect.

TRANSFER POLICY FOR INSPECTING OFFICERS UNDER THE DIRECTORATE OF EDUCATION

The Govt for the first time has published the Transfer Policy for Inspecting Officers under the Education Department vide G.O. No. 937-SE(A) /6T-04/11 dated 29th November 2011.





The entire state has been divided into TWO ZONES:
ZONE I : NORTH BENGAL FROM UTTAR DINAJPORE/ Some parts of PURULIA PASCHIM MEDINIPUR, BANKURA, N24 PARGANAS & S24 PGS/ 
ZONE II : MUSHDABAD, MALDA, NADIA, BIRBHUM. HOOGLY, HOWRAH, PURBA MEDINIPUR BURDWAN other part of PASCHIM MEDINIPUR, BANKURA, N 24, S24 etc.


At first posting SI has to serve the other ZONE ( Zone I & Zone II) according to his RESIDENTIAL ADDRESS)  for 5 years.

Service in ZONE I & ZONE II for 10 years will make him eligible for posting in HOME DISTRICT

Before 5 years he should not apply for Transfer.

FOR AI/S it is 3 years & 6 years  instead of 5 & 10 years above.


NO OFFICERS UNDER WBES WILL BE IN THE SAME POST FOR MORE THAN 3 YEARS.

PROCEDURE FOR MUTUAL TRANSFER

The Govt in the Education Department is busy with drafting the Rules or procedure for MUTUAL TRANSFER for which LOTS and LOTS of Teachers are looking forward. 

PROBABLE PROCEDURE:

TWO mutually agreed Teachers are to apply in a format to SSC.
SSC will recommend the Candidate to the School authorities concerned.
School authorities have to issue APPOINTMENT LETTERS
The other teacher has to join WITHIN 3 DAYS after joining of his counterpart ( RELIEVER)
