মাধ্যমিক-উচ্চ মাধ্যমিকে ফিরছে নম্বর, মেধাতালিকা

মার্কশিটে থাকবে গ্রেডও
মাধ্যমিক-উচ্চ মাধ্যমিকে ফিরছে নম্বর, মেধাতালিকা
০১২-তেই মোট নম্বর এবং মেধাতালিকার ঐতিহ্যে ফিরে যাচ্ছে মাধ্যমিক, উচ্চ মাধ্যমিক। নতুন বছর থেকে পরীক্ষার্থীর মার্কশিটে বিষয়ভিত্তিক নম্বর-বিষয়ভিত্তিক গ্রেড-মোট নম্বর-সার্বিক গ্রেড, সবই থাকবে বলে স্থির হয়েছে।
বছর কয়েক ধরেই এ রাজ্যে মাধ্যমিক ও উচ্চ মাধ্যমিকের মার্কশিটে মোট নম্বর থাকছিল না। বিষয়ভিত্তিক নম্বরের পাশাপাশি থাকছিল বিষয়ভিত্তিক গ্রেড। লক্ষ্য ছিল, ধীরে ধীরে মার্কশিট থেকে নম্বরকে বিদায় জানিয়ে পুরোপুরি গ্রেড-নির্ভর মূল্যায়ন ব্যবস্থা চালু করা। সরকারের যুক্তি ছিল, আধুনিক শিক্ষাব্যবস্থা নম্বরের তুলনায় গ্রেডকেই বিজ্ঞানভিত্তিক মনে করে। এতে ছাত্রছাত্রীদের মধ্যে অবাঞ্ছিত প্রতিযোগিতা কমবে।
কিন্তু রাজ্যে ক্ষমতায় এসে নয়া সরকার পুরনো ব্যবস্থায় ফিরে যাওয়ার ইঙ্গিত দেয়। চলতি বছরেই মাধ্যমিক, উচ্চ মাধ্যমিকের ফল প্রকাশের দিন সরকারি ভাবে মেধাতালিকা প্রকাশ না হলেও সম্ভাব্য স্থানাধিকারীদের টেলিফোনে অভিনন্দন জানান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। পরে সরকারি অনুষ্ঠানে তাদের সংবর্ধনাও জানানো হয়। তার পরেই ২৪ অগস্ট উচ্চ মাধ্যমিক সংসদের বৈঠকে মোট নম্বর ও মেধাতালিকা ফেরানো নিয়ে আলোচনা হয়। ৩১ অক্টোবর মহাকরণে শিক্ষামন্ত্রী, উচ্চ মাধ্যমিক শিক্ষা সংসদ, মধ্যশিক্ষা পর্ষদ, স্কুলশিক্ষা দফতরের আধিকারিকদের সঙ্গে এক বৈঠকে মুখ্যমন্ত্রীও তাতে সায় দেন। স্কুলশিক্ষা দফতরের পাঠ্যক্রম কমিটিও মোট নম্বর দেওয়ার পক্ষপাতী। তাদের ব্যাখ্যা, বিষয়ভিত্তিক নম্বর ও গ্রেড পাশাপাশি দেওয়ার মানে হয় না। এতে ছাত্রছাত্রীদের মধ্যে প্রতিযোগিতা কমে না। তা ছাড়া, উঁচু ক্লাসে ভর্তির ক্ষেত্রে নম্বরই প্রধান বিবেচ্য হয়। তাই পুরোপুরি গ্রেড চালু করা না গেলে তা বন্ধ করে দেওয়াই ভাল। তবে মেধাতালিকা প্রকাশ করা সম্পর্কে কমিটি কিছু সুপারিশ করেনি।
রাজ্য সরকারের এই সিদ্ধান্ত নিয়ে অবশ্য প্রশ্ন উঠছে শিক্ষা দফতরেই। স্কুলশিক্ষা দফতরের এক কর্তা বলেন, “আগামী বছর যে ছাত্রছাত্রীরা পরীক্ষা দেবে, তারা যখন ভর্তি হয়েছিল, তখন তো এই পদ্ধতি ছিল না। মাঝপথে এ ভাবে নিয়ম বদল করা উচিত কি না, তা নিয়ে ভাবার দরকার ছিল।” এই ব্যাপারে দেশের ছবিটা কিন্তু রাজ্যের সিদ্ধান্তের ঠিক বিপরীত। দেশের সব স্কুল বোর্ডের সংগঠন ‘কবসে’ কয়েক বছর আগেই সিদ্ধান্ত নেয়, ক্রমশ গ্রেডের দিকে গিয়ে এক সময় মার্কশিট থেকে নম্বরকে বিদায় জানানো হবে। কারণ হিসাবে বলা হয়, দু’এক নম্বরের ব্যবধানে পরীক্ষার্থীদের মেধার ফারাক বিচার করা যায় না। বতর্মানে আইসিএসই, সিবিএসই বিষয়ভিত্তিক নম্বর ও গ্রেড দেয়। মোট নম্বর বা সার্বিক গ্রেড তাদের মার্কশিটে থাকে না। তা হলে পশ্চিমবঙ্গ হঠাৎ বিপরীত দিকে হাঁটার সিদ্ধান্ত নিল কেন? স্কুলশিক্ষা সচিব বিক্রম সেন বলেন, “পরীক্ষার্থীরা এতে উৎসাহিত বোধ করবে। রাজ্য সরকার ভাল ফলের স্বীকৃতি দিতে চায় বলেই মেধাতালিকা প্রকাশ করা হবে।”
এ প্রসঙ্গে পাঠ্যক্রম কমিটির প্রাক্তন চেয়ারম্যান সুনন্দ সান্যাল বলেন, “গ্রেডের দিকে যেতেই হবে। ঘটনাচক্রে আগের সরকার সেই পদ্ধতি শুরু করে গিয়েছিল। তা হলে আবার পিছনে হাঁটার প্রয়োজন কেন হল, তা তো বুঝতে পারছি না।” ওই কমিটিরই আর এক প্রবীণ সদস্য মর্মর মুখোপাধ্যায় মনে করেন কোনও ছাত্র ভাল পরীক্ষা দিয়েছে, নাকি খারাপ, সেটা বলা যায়। কিন্তু কোনও পরীক্ষকই নিশ্চিত করে বলে দিতে পারেন না যে, এক জন ছাত্র দশে পাঁচ বা ছয় নম্বরই পাবে। কিছুতেই তার কম বা বেশি নয়। মর্মরবাবুর আক্ষেপ, “রাজনীতিক বা অভিভাবকদের এটা বোঝানো যাবে না!”

Does B.Ed through Distance Education make a candidate to sit for HM exam

A question has been put forward by the viewers' of this blog and as well by some teachers that whether the candidate who acquire B.Ed degree through will be eligible to compete in the RLST for HM conducted by the SSC?

Govt is now very serious about the incidents during admission of children.

Govt is really concern over the worse situations occurring revolving the admission of children in class I to V. DM, SDO, BDO & DI are directed to open a helpline for helping those guardian who somehow failed to get their ward admitted in any schools through lottery! Officer from the Directorate are being deployed to monitor the admission procedure! No political parties can intervene or protest the school admission procedure! but a PUBLIC REPRESENTATIVE (Councillor=> MP) may be present at the time of lottery to see that it has been happened with free n fair.

School authorities who are collecting CAPITATION FEES may be punished as per provision under RTE2009. And power  inflicting such punishment has been delegated to the DM...

West Bengal Women staffers to enjoy two-yr child care leave.

KOLKATA: Working mothers may soon heave a sigh of relief. The Mamata Banerjee government is planning to introduce a two-year child care leave for women staffers, so that working mothers can devote more time to their children, especially when the children are ill or need assistance during examinations. to assist the children during their examinations.

   The state government is also considering options of adoptive leave to be given to women employees who opt for adoption.

   Proposal for child care leave has already been sent to the finance department for its clearance, so that women employees can avail of the facility from this year. Once the government clears this proposal, working mothers can get a leave of 730 days. The leave can either be availed of at a stretch or in intervals.

   The state government is also considering ways of providing an increased maternity leave to women employees, if the women employees can be provided increased maternity leave, as enjoyed by central government employees. While the Centre has increased the maternity leave from 135 days to 180 days, that for So far the maternity leave for the state government employees is 120 days. State officials are contemplating to raise the leave to 140 days.

   An official of the finance department said that there are around 30,000 women employees in the state including those working in the government, government-aided organizations, schools and panchayats. If the child care leave is to be provided, then it should cover all categories of staff, he said.

   The officer said that a woman employee is entitled to the 730-day leave during the entire period of her service, for taking care of a maximum of two children. The leave can be availed till the children turn 18 and can be used if the child falls sick or needs the mother's assistance for preparing for an examination. "During the period of such leave, the women staffer shall be getting salary equal to what she used to draw immediately before going on leave," the officer said.

   However, prior to this new rule being implemented, state officials are examining the central order issued following the recommendation of the Sixth Central Pay Commission that led to the introduction of this child care leave. For central government employees, this leave came into effect since September, 2008.

   A central service officer who had recently availed of this leave at the time of her daughter's illness clarified that the leave can be taken thrice in a year and can be taken in spells. "But this leave should not be less than 15 days. In case of emergency like sickness of child, approval for proceedings on the leave can be sought later. But if one wants leave for the child's examination, a prior sanction is required," the officer added.

   Sociologist Ruby Sain said, "If child care leave is granted then it will be of immense help to working mothers.If this leave is granted then I can also avail of it for my son's ICSE next year, as my son Baijaeek will be appearing for the ICSE examination in 2012.

   " She felt that adoptive mothers too should be granted leave for adoption. This will enable more working women to adopt babies.

   Dalia Chakaraborty, head of sociology department, Jadavpur University, said that the move to provide child care leave will be very useful for working mothers. "Working mothers face trouble during the early years of their children and there is no institutional support. Creches are few in the city. Creches are also few in the city.

   There are instances of JU teachers getting full maternity leave for adopting babies. This should be followed by the state government," said Dalia.

Details Guideline for Admission Procedure from this AY 2012

Govt has published the detailed guideline for admission in Class 1 to Class 8 in Govt / Aided institutions from this session as follows:
  1. Admission will be done by lottery from Class 1 to Class 8
  2. If no, of Applicants is more than the no. of seats then only lottery will be done.
  3. All students of Primary Schools running in the same building or morning section will be admitted first then the left out seats will be filled up by the applicants by lottery
  4. Draw the lot from all candidates irrespective of SC ST etc. then for respective quotas
  5. Nearest School means 1/2 from home in case of Kolkata and hazardous area & 1 km for other places for Primary School and for UP schools it is 1 and 2 km
  6. Those students who do not have their name in the list after drwing lottery, they can apply to the DI/s for their action.
  7. Age for admission in class 1 is 5 years as on 1-1-2012

Teachers serving an institution for 3 years may apply for mutual with details of other teacher to DI through secretary. DI will forward the case to the respective RSSC who send it to central SSC.


Recommendation letter will be send to respective schools. Joining time of second mover is 3 days.

TRANSFER POLICY FOR INSPECTING OFFICERS UNDER THE DIRECTORATE OF EDUCATION

The Govt for the first time has published the Transfer Policy for Inspecting Officers under the Education Department vide G.O. No. 937-SE(A) /6T-04/11 dated 29th November 2011.





The entire state has been divided into TWO ZONES:
ZONE I : NORTH BENGAL FROM UTTAR DINAJPORE/ Some parts of PURULIA PASCHIM MEDINIPUR, BANKURA, N24 PARGANAS & S24 PGS/ 
ZONE II : MUSHDABAD, MALDA, NADIA, BIRBHUM. HOOGLY, HOWRAH, PURBA MEDINIPUR BURDWAN other part of PASCHIM MEDINIPUR, BANKURA, N 24, S24 etc.


At first posting SI has to serve the other ZONE ( Zone I & Zone II) according to his RESIDENTIAL ADDRESS)  for 5 years.

Service in ZONE I & ZONE II for 10 years will make him eligible for posting in HOME DISTRICT

Before 5 years he should not apply for Transfer.

FOR AI/S it is 3 years & 6 years  instead of 5 & 10 years above.


NO OFFICERS UNDER WBES WILL BE IN THE SAME POST FOR MORE THAN 3 YEARS.

PROBABLE PROCEDURE:

TWO mutually agreed Teachers are to apply in a format to SSC.
SSC will recommend the Candidate to the School authorities concerned.
School authorities have to issue APPOINTMENT LETTERS
The other teacher has to join WITHIN 3 DAYS after joining of his counterpart ( RELIEVER)

To stress his point he said to another guest; "You're a teacher, Bonnie. Be honest. What do you make?"

Teacher Bonnie, who had a reputation for honesty and frankness replied, "You want to know what I make?"

(She paused for a second, then began...)

"Well, I make kids work harder than they ever thought they could.

I make a C+ feel like the Congressional Medal of Honor winner.

I make kids sit through 40 minutes of class time when their parents can't make them sit for 5 min. without an
I Pod, Game Cube or movie rental.

You want to know what I make?
(She paused again and looked at each and every person at the table)

I make kids wonder.

I make them question.

I make them apologize and mean it.

I make them have respect and take responsibility for their actions.

I teach them how to write and then I make them write. Keyboarding isn't everything.

I make them read, read, read.

I make them show all their work in math. They use their God given brain, not the man-made calculator.

I make my students from other countries learn everything they need to know about English while preserving their unique cultural identity.

I make my classroom a place where all my students feel safe.

Finally, I make them understand that if they use the gifts they were given, work hard, and follow their hearts, they can succeed in life

( Bonnie paused one last time and then continued.)

Then, when people try to judge me by what I make, with me knowing money isn't everything, I can hold my head up high and pay no attention because they are ignorant. You want to know what I make?

Govt Order to keep school from all political influences

In order to keep the school free from all political activities during school hours the Govt has issued an Order having no. 1368-ES dated 16-11-2011 which promulgate


Managing Committee will have to ensure that::: 

School premises will be kept free from all political activities  during school hours
Teachers as well as students will not take / promote any political activity directly or indirectly during school hours within school premises.

Attention: Heads of Institution, Adimssion of Students in elementary Classes willbe done by lottery

All Heads of Institution are requested to take necessary action to admit the students in elementary classes by drawn a lottery. Secondary schools having primary section will have to admit all primary section students in Class V then the left out vacancies will be filled up by lottery.

THIS IS APPLICABLE TO ALL AIDED & GOVT SCHOOLS

Cultural Talent Search Scholarship Scheme-2012 2013
The CCRT is implementing cultural talent search scholarship scheme to provide facilities to outstanding young children selected in the age group of 10 to 14 years for developing their talent in various cultural fields such as traditional forms of music, dance, drama, painting, sculpture and crafts laying special emphasis on rare art forms
The scholarship awarded under the scheme is for two years at a time which is renewable after every two years till the completion of the first university degree stage of education or up to the age of 20 years
Subject to availability of funds, the total number of fresh scholarships to be awarded every year will be 520, of which 125 may be reserved for children of families practicing traditional performing arts etc. and 20 for Specially Challenged children. The remaining 375 scholarships will be treated as general scholarships.


Children whose date of birth is in between 01.07.1998 and 30.06.2002 (both days inclusive) are eligible to apply for the award of scholarships for the year 2012-13.
The talented children in the age group of 10 to 14 years (as per the cut off eligibility dates), studying in the recognized schools will be eligible to apply under the Scheme. In exceptional cases, the lower age limit can be relaxed up to two years. In the case of children of families practicing traditional performing arts, the condition regarding attendance of school for academic education will not be imposed at the time of application. But in the event of their selection, they must attend a school for academic education and their scholarship will be released only on submission of a proper certificate from the Head of the School.

The children whose parent's/guardian's total monthly income is less than ` 6000/- only (Rupees Six Thousand Only) per month will be given preference for the award of scholarship. However, the criteria of talent and potential will be taken into consideration for all the candidates.

Court notice to Delhi government on pre-school admissions

The Delhi High Court Wednesday issued notice to the Delhi government on an NGO’s plea for direction to prohibit private schools in the national capital from admitting children less than four years of age in pre-primary classes.
Accusing various unaided private schools of admitting children below four years in their pre-primary classes, the NGO in it public interest litigation (PIL) sought a direction to the government to stop this practice.
Taking note of the PIL, a division bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw issued a notice to the Delhi government returnable with its response by Nov 23.

Permission for acquiring B.Ed degree from IGNOU

It is well known to the untrained teachers that acquiring B.Ed degree from Distance Education is permissible by G.O. 46 SE dated 27-2-2009 with the introduction of ROPA 2009. With the introduction, the Govt in Education Dept has published some other G.O. to enable the untrained teachers to get permission from the authority. Some of the Officials in District Inspectorate are objecting in according permission to such teachers raising the question that MC is the authority. The increment may not be extended if not permitted from the D.I in future. The accounts officer may assume the competent authority as the DI/ADI. In order to REDRESS the complaint received by the Education Department the Governor is pleased to pass an order to follow two-step lottery for admission and this has been done to protect the rights of reserved category applicants.

Senior teachers who have the same qualification (both academic and professional) with the junior teachers of the same school at the time of entry who are getting less salary after PAY REVISION MAY get equal pay. Here is the order along with the annexures that are required to be prepared.

It is known to all that both the spouse working in Govt/PSU/LB etc will not be entitled to draw HRA more than 6000/- (under ROPA09) irrespective of any distance / or staying separately etc. Govt has passed an order 4years back, allowing one (teacher) whose spouse lives at a distance more than 250 km away subject to permission from the State Govt on recommendation from MC. This order is being uploaded on request of some teachers...

Permission for B.Ed Training in respect of Para Teachers! - Order atlast...

Yes, its a great news for the untrained Para Teachers who have found it difficult to undergone B.Ed Training without hampering service. I personally know some HMs who even donot countersign their application for B.Ed from IGNOU. Now a Para Teachers can go for B.Ed with permission from Managing Committe.

But...

In para (a)

" that the period of training programme  will be given as LEAVE WITHOUT PAY. For contact programme if any and the Exam period the para teacher may utilize the holidays / and or admissible leave at his/her ক্রেডিট "
may create confusion:
  1. Whether the entire Period for the Training in DISTANCE mode (IGNOU) be treated as L.W.P or NOT? 
  2. Distance mode training can be done without hampering normal duty... !!! If some one wishes to do that without taking leave then...
  3. Admissible Leave also include 7 days ML!!! 14 days CL... Is that sufficient for covering the contact programme / Exam Progm !!!

Revised Pension Order

Some of teachers are requesting me to upload the orders for Pensionery benefit under Ropa 09 published by the Education Department, Govt of West Bengal in the year 2009.

Minimum Pension : Rs: 3300/-
Maximum Pension : Rs 22950/-
Maximum Gratuity: 6,00,000/-
Full Pension shall be counted on completion of 20 years of service instead of 33 years
Additional Pension (New Concept) will be extended on attaining 80 years of age and above

Procedure to be observed for verification of educational documents

" Procedure to be observed for verification of educational documents
Request for verification of document from individual person is not entertained. Such request forms an organisation / institution only is entertained.
 
An Institution in need of verification of Educational Documents of Higher Secondary Examination shall have to observe the following procedure:-
 
  1. To send a letter addressed to the Deputy Secretary (Exam.), West Bengal Council of Higher Secondary Education, Vidyasagar Bhavan, 9/2, Block-DJ, Sector-II, Kolkata - 91, requesting to verify the Educational Qualification of a student. A list showing the name of student, Roll No. Year of Passing and his / her Result is to be enclosed.

    The letter should accompany the following:
    1. Photocopy of the document to be verified. If the Pass Certificate is to be verified then Photo Copy of the Mark Sheet must be sent along with the forwarding letter otherwise, Pass Certificate cannot be verified.
    2. A verification Fee of Rs. 100/- (one hundred) only per document to be sent in Bank Draft drawn in favour of "WEST BENGAL COUNCIL OF HIGHER SECONDARY EDUCATION" preferably on S.B.I. payable at KOLKATA. This fee is chargeable with effect from 01.01.2009.

      However, no such verification fee is chargeable for Govt. and Quasi Govt. organisation.
  2. Postal Address of the Institution where the verification report is to be sent should be clearly mentioned in the said letter along with PIN CODE. Phone No. Fax No. if any, should also be mentioned properly. Otherwise Council will not be responsible for non receipt of Verification Report.
  3. Clearly 15 days' time will be normally required to send the verification report from the Council end.
  4. In case of urgency Deputy Secretary (Exam.) may be contacted Tele Fax (033) 2337-9661."

APPROVAL FOR FIXATION OF 18 YEARS BENEFIT - STANDARD FORM

After 1.1.2006 the benefit for CAS (18years Continuous & Satisfactory Service) to any Teaching & Non Teaching Staff is to be extended and necessary approval from DI/ADI is must. For that the employee has to exercise option on a date depending on the date of entitlement. Please note date of entitlement varies from actual date after 18 years of joining if any one has any LWP. This is applicable only for the cases where the date of entitlement is on or after 01-01-2006.

In case of any clarification or to know the suitable date plz post your queries with date of joining and no. of leave without pay, if any.

Normally the documents that are required by the approving authority is as follows:
  1. Forwarding Letter from HM
  2. Filled in forms in TRIPLICATE
  3. MC resolution clearly stating the Continuous and Satisfactory (two conditions that are be fulfilled by the incumbent to get this benefit) with special noting whether any LWP is availed or not.
  4. Copy of IPF ROPA 2009
  5. Approval of appointment ( for additional posts, add Substantive Approval)
  6. Some may demand copy of SB/ Leave Records.
